Since Thomas Hobbes, Leviathan in the imagination of modern man has been the state. It is the state that “surveys everything that is lofty; it is king over all that is proud” (Job 41:34). As human beings are wont to do, in the wake of the earthquake and tsunami there was a race to "find the data" and make them into a narrative. At first we were treated to scenes of swaying buildings in Tokyo, buildings that swayed but did not fall. We marveled at the ability of an orderly civilization to prepare for an earthquake and avert a tragedy.
